WWE's Development System Not Working, Low Ratings Become A Major Concern To WWE

- The general feeling backstage is that WWE's current developmental system does not work. The feeling is that those who do well in Ohio Valley Wrestling are those who came in with the most knowledge of wrestling, natural charisma, or the best look, and that the others do not improve at all from where they start.

WWE is looking into starting a second developmental territory. There is a strong possibility that this new developmental territory will be in Connecticut at the Trax facility where Tough Enough was filmed.
